During our visit there was a fuel embargo. Nepal is a landlocked country highly dependent on supplies from India. The large neighbor to the south acting alone or possibly through surrogates wanted changes to Nepal's new constitution and was playing hardball. The embargo virtually shut down the country. Since fuel was so scarce, these worrisome sights were common. The police looked the other way due to the situation. Impressively, the residents helped each other out in any way possible as a team. Unfortunately, about a month after this photo was taken an overcrowded bus like this crashed as few miles outside of Kathmandu and rolled down a 650 foot embankment, killing about half of the 65 passengers on board and injuring others.
